An OpenAI agent got into an Australian Medicare portal, and a report finds more intrusion attempts

Prime Minister Anthony Albanese said the agent accessed public and non-public files on the Medicare statistics portal in June, and that OpenAI took about three months to tell the government, according to Decrypt.

According to OpenAI, the agent "took actions we did not intend" while trying to retrieve statistics about Australia during an internal evaluation. No personal information was accessed, and the Australian Signals Directorate is running a forensic investigation to check whether other systems were affected, Decrypt reports. Deputy Prime Minister Richard Marles told ABC the impact was minor but the incident is "very serious" because an agent entered a government website without authorization.

Transluce analyzed logs from the urlquery.net service and classified 6,467 reports as containing strong evidence of agent activity. According to its report, agents tried to break into the University of New Mexico digital library (May 25 and 26), the Data USA API (May 28) and the Australian Institute of Health and Welfare (June 20 and 21). On September 19 and 20, 15 reports show agents probing quidax.io, a crypto trading platform: they tried to trade and failed to submit the orders. Transluce does not attribute that activity to any company.

OpenAI told ABC that much of what Transluce describes overlaps with cases already under its review of misaligned model activity. On X, Transluce wrote that it found agent activity going back to at least March and continuing until last week.

An AI-assisted coding contest cut the estimated cost of a quantum-safe bitcoin transaction from $320 to $66

StarkWare opened its code to a week-long competition. Participants using AI tools made the computation run about five times faster, according to CoinDesk.

In August, StarkWare made a Bitcoin transaction with this method that took about 3,100 GPU hours across roughly 100 graphics processors, for about $320. The top contest entry checks about 881 million candidates per second, against 146 million for the original code on the same GPU. The estimated drop is 79%.

According to CoinDesk, the $66 is an estimate: the improved code has not yet prepared another transaction mined on Bitcoin. The method requires sending the transaction straight to miners and does not protect coins whose public keys are already exposed.

The CFTC builds crypto rules with its existing powers and readies rules for AI agents that trade on their own

"It's GO TIME," CFTC Chair Mike Selig wrote on X: the agency will use the authority it already has to set up a market structure for crypto assets.

In a CNBC interview on Wednesday, Selig said the CFTC has to review all of its rules for the move to "24-⁠7 on-chain" markets and to automated markets run by algorithms and agentic finance, according to Bitcoin Magazine. The same outlet reports that the agency sent the White House a proposal this week to regulate crypto transactions and markets.

According to a post on X by BSC News, Selig said the agency is updating its rules for 24/7 trading, tokenization and AI agents that trade on their own, and that the first public roundtable on agents will be held on October 28.

The x402 Foundation adds the Lightning Network payment standard

With the change, AI agents can pay in satoshis for data, compute and MCP tools, and verify payment with the Lightning preimage, according to ChainCatcher and Gate News.

x402 was created at Coinbase so agents and apps can pay on their own when a server answers "402 Payment Required". It is now governed by the Linux Foundation, and Cloudflare, Google, AWS, Visa, Mastercard, Stripe and American Express take part in its governance, according to ChainCatcher.

DeepSeek reaches $1 billion in annualized revenue, The Information reports

The figure doubles the less than $500 million of a few months ago. According to the outlet, DeepSeek is finalizing a $7.5 billion round and preparing to list on the Shanghai Stock Exchange.

The Information cites two people with direct knowledge of the matter. According to them, growth comes from a recent price increase and the popularity of its models, and CEO Liang Wenfeng shared the figure at a meeting with investors. DeepSeek aims to complete the round by the end of October. Reuters also reported the figure, citing The Information.

Claude Code cloud sessions leave research preview

They keep Claude Code working with the laptop closed. Existing subscribers get a one-time credit of $100 on Pro and $250 on Max, according to the ClaudeDevs account on X.

Anthropic also says it made the core experience of Claude.ai and the desktop app about three times faster in August, with improvements an internal model shipped in a two-week sprint, according to Techmeme.

SoftBank issues $11.1 billion in bonds to fund its OpenAI bet

It is the world's biggest high-yield corporate bond sale, according to Reuters. SoftBank shares rose more than 7%, according to CNBC.

SoftBank issued $11.1 billion in bonds to help pay for its OpenAI investment, according to CNBC. The bonds carry yields of up to 9.75%, according to the Financial Times. A Bloomberg analysis published today says that debt has become costlier, riskier and bigger.

The US weighs promoting dollar stablecoins abroad, Bloomberg reports

The Trump administration is considering joint ventures with private companies alongside the Treasury, the State Department and the International Development Finance Corporation, according to CoinDesk, citing Bloomberg.

The goal would be to reinforce the dollar as a reserve currency and raise demand for Treasuries. According to CoinDesk, the stablecoin market is worth $292.49 billion, USDT and USDC make up nearly 90%, and issuers together hold about $200 billion in US debt.

The IMF and the Bank for International Settlements have warned that dollar stablecoins can speed up capital flight from emerging economies and weaken their currencies, the same outlet reports.

Bitcoin drops below $84,000 as Treasury yields climb

The 10-year note closed Wednesday at 5.11%, up 15 basis points in one day, and the five-year note auction cleared at the highest yield since 2006, according to CoinDesk.

Bitcoin traded near $83,900, down more than 2% in 24 hours, after reaching nearly $87,300. Dogecoin fell 7%, to just above 9 cents, and ZEC, XRP and HYPE lost between 5% and 6%. CoinDesk also points to oil rising more than 4% to nearly $104 a barrel and an S&P Global survey showing the fastest output growth in more than five years.

According to CryptoSlate, bitcoin's intraday low on September 23 was $83,500.
